Educational and other qualifications required
|
Essential Qualification & Experience:
- Bachelor's Degree from a recognized University/Institute with at least 55% marks or an equivalent grade.
- Minimum 10 years of relevant experience in administration, establishment, personnel management, recruitment, service matters, office administration, or related areas in a Government Department, Autonomous Body, University, Research Institution, PSU, or other reputed organization.
- Proficiency in computer applications, including MS Office, e-Office, ERP systems, and digital record management.
- Excellent drafting, noting, communication, and interpersonal skills.
- Thorough knowledge of administrative procedures, service rules, establishment matters, and regulatory compliance.
Desirable Qualification
- Master's Degree/MBA/Postgraduate Degree in Management, Public Administration, Human Resource Management, Commerce, Law, or a related discipline.
- Experience in handling recruitment, promotions, disciplinary matters, performance assessment systems, career advancement schemes, and statutory compliance.
- Experience in a Central/State Government Institution, Autonomous Body, University, IIT, NIT, IIIT, IIM, or similar institution of higher education.
- Knowledge of Government rules, CCS Rules, procurement procedures, and audit-related matters.
- Experience in handling meetings of statutory bodies, preparation of agendas, minutes, and follow-up action reports.
- Retired officers from Government Departments, Autonomous Bodies, Universities, or Institutes who have held equivalent positions may also be considered.

Job Description
|
Key Responsibilities
- Assist in the overall administration and day-to-day functioning of the Institute and ensure efficient office operations.
- Handle establishment and personnel matters, including recruitment, appointments, probation, confirmation, promotions, service records, leave, retirement benefits, and disciplinary proceedings.
- Process and monitor matters relating to employee service conditions in accordance with applicable rules, regulations, and Institute policies.
- Draft and vet official correspondence, office orders, notifications, agendas, minutes, reports, and policy documents.
- Ensure compliance with statutory requirements, Government regulations, Institute Statutes, Ordinances, and administrative procedures.
- Coordinate with Government Departments, regulatory authorities, funding agencies, and other external organizations on administrative matters.
- Supervise and monitor the work of administrative staff and ensure timely disposal of files and official matters.
- Maintain and oversee personnel records, confidential files, databases, and administrative documentation.
- Assist in the implementation of HR policies, performance assessment systems, career progression schemes, and employee welfare initiatives.
- Coordinate meetings of statutory committees, selection committees, review committees, and other administrative bodies, including preparation of agendas and recording of minutes.
- Monitor compliance with audit observations and assist in furnishing replies to audit and inspection reports.
- Facilitate the implementation of e-Governance initiatives, ERP systems, digital record management, and office automation processes.
- Prepare administrative reports, data, returns, and presentations as required by the Institute authorities.
- Liaise with various academic and administrative departments to ensure smooth coordination and effective service delivery.
- Assist the Registrar and other senior officers in policy implementation, institutional governance, and special assignments.
- Perform any other administrative, establishment, or institutional duties assigned by the Competent Authority from time to time.

- The appointment shall be governed by the UGC Regulations and the Norms of BIT Mesra.
- The Institute reserves the right to relax eligibility criteria in exceptional cases with the approval of the Competent Authority.
